Through this project, Green Home will monitor and analyse the implementation of reforms in the area of the green and energy transition that have a direct impact on air quality in Montenegro. A particular focus will be placed on monitoring the difference between planned measures and their actual implementation, as well as on the transparency and availability of information on the effects of reforms on air quality and the lives of citizens.
The project will include independent monitoring and analysis of relevant policies, the legal and strategic framework, institutional reports, and available data, based on which a shadow report will be prepared with findings and recommendations for improving the implementation of reforms. A special case study will focus on the impact of forest fires on air quality and the institutional response, with a focus on pollution levels, particularly PM particles, as well as the capacities of the system for prevention and response.
By combining independent monitoring, analysis of specific cases, dialogue with relevant stakeholders, and communication with the public, the project will contribute to greater transparency and accountability in the implementation of reforms that affect air quality. At the same time, the project findings will provide civil society and other relevant stakeholders with a basis for informed participation in reform processes and advocacy for more effective measures to reduce air pollution.
The project is being implemented within the regional project “Monitoring Western Balkans Reform and Growth”, which the Institute Alternative is implementing with partners from the region. The project is funded by the European Union, while in Montenegro it is co-financed by the Government of Montenegro, through the Ministry of Regional Investment Development and Cooperation with Non-Governmental Organisations.
